Metropolitan Center for Independent Living (MCIL) is one of about 500 Independent Living Centers in the USA, and one of eight in Minnesota. MCIL is funded by the federal government to support the empowerment and self-determination of people labeled with disabilities. Several staff from MCIL met with Ray Sandford early in his campaign, in Fall 2008, to discuss his human rights concerns. Director David Hancox  appointed an informational liaison to the Ray Campaign, Julie Wegscheid.

On 27 April 2009 MCIL released a public statement about Ray.

MCIL public position on Ray Sandford’s forced outpatient electroshock:

“MCIL is a consumer-directed Center for Independent Living. We support the right and desire of every individual with disability to live self-directed lives. We fully support Raymond’s prerogative to refuse forced treatment, or treatment to which he has not given informed consent.”
