Momentum continues to grow for
MindFreedom International’s 2005 Action
Conference entitled, “Activism for Human
Rights in Mental Health: How the Law Can
Support Grassroots Action for Human
Rights in the Mental Health System.”

The 2005 Action Conference will bring
together key leaders, activists, allies
and advocates in the field of human
rights for people labeled with
psychiatric disabilities. The
conference is co-sponsored by American
University Washington College of Law
and MindFreedom International.

Today the conference planning committee
announced the lineup of facilitators and
opened up registration for the
conference, which will take place at
the American University Washington
College of Law in Washington, D.C.

Facilitators include Robert Whitaker,
award winning author of _Mad in
America: Bad Science, Bad Medicine and

David Oaks, Director of MindFreedom,
said, “We are seeing a lot of interest
in this conference and expect it to get
even more exciting. This is not just
another conference where lecturers
address a passive audience. This is
about participants uniting to
self-organize campaigns together.”

Conference Chair Krista Erickson, added
“Space is limited to the first 150
people to pre-register, and
pre-registration is required. If you
are committed to rolling up your
sleeves to win freedom in the mental
health system please register soon. We
kept the registration fee, which
includes meals throughout the
conference, as low and affordable as
possible.”

The conference will start Friday
evening, 29 April, and take place all
day Saturday, 30 May and Sunday, 1 May
2005. A nonviolent protest will be held
at noon on Monday, 2 May 2005 at the
Pharmaceutical Research and
Manufacturers of America (PHRMA).

The conference has six facilitated
tracks that will develop specific
action and implementation plans.

** US Congress/Federal Government. The
focus includes countering the improper
influence of the psychiatric drug
industry on the US government.
Facilitators include: Dominick Riccio,
PhD, Executive Director of the
International Center for the Study of
Psychology and Psychiatry (ICSPP).

** Public Education and the Media. Win
media coverage of psychiatric practices
that are routinely violating people’s
rights and subjecting them to harmful,
ineffective — even fatal — drugs and
procedures. Facilitators include:
Robert Whitaker, author, and Laurie
Ahern with Mental Disability Rights
International (MDRI).

** International: Work with The World
Health Organization (WHO) and the
United Nations (UN) to combat abuses
internationally. Facilitators include:
MindFreedom President, Celia Brown and
MindFreedom Director, David Oaks.

** Choices In Mental Health. Develop,
network and support humane and truly
helpful alternatives to the mental
health system. Facilitators include:
Long-time organizer and MindFreedom
co-founder and board member Janet
Foner.

** How the Law Can Help Fight Forced
Treatment. Fight the sham legal
proceedings resulting in forced
drugging and other horrors, such as
forced electroshock, by combining the
tools of the legal system and
grassroots activism. Facilitators
include noted attorney, James B. (Jim)
Gottstein, Esq., of the Law Project for
Psychiatric Rights (PsychRights).

** Open Track. This track welcomes
suggestions for other actions by any
conference participants to raise
topics, ideas or concerns not covered
by other conference tracks, especially
voices from neglected and marginalized
groups. Facilitators include dedicated
psychologist and MindFreedom board
member, Al Galves, PhD.

Eight psychiatric inmates of Montana State Hospital
have contacted MindFreedom asking for urgent help.

Most have even joined MindFreedom as members.

They all have united to protest and speak out
about violations inside the psychiatric facility.

With a brand new Governor taking office next
week, there’s an easy way for you to e-mail
your support for these protesters inside
Montana State Hospital in Warm Springs.

These courageous psychiatric survivors report:

* They are locked up for no good reason.

* They do not have access to adequate advocacy.

* They are being forcibly drugged with powerful
psychiatric drugs that can cause brain damage.

* They feel hopeless about ever getting out.

* And the food is lousy, to boot.

    Today’s Re-Election of President Bush
    May Mean More Psychiatric Coercion,
    Advocates Warn

    MindFreedom Announces New
    MindFreedom Shield Program

    “All for One and One for All!”

With today’s re-election of President Bush,
advocates for the human rights of people
affected by the mental health system are
preparing for the worst.

Today, MindFreedom International, an
independent non-profit coalition of 100
grassroots groups, is launching the
MindFreedom Shield Program to defend members
from an expected increase in coerced and
forced psychiatric procedures.

President Bush has endorsed a drug company
plan to screen every American for mental
health problems. A Bush appointee to a key
federal committee, psychiatrist Sally Satel,
has openly called for more “coercive,”
“intrusive, highly paternalistic” and
“involuntary care” in mental health.

MindFreedom International has an
established track record of taking
constructive, nonviolent action when a
person is being subjected to coerced or
forced psychiatric procedures. In order
to better utilize its very limited
resources, MindFreedom International
announces the official beginning of the
MindFreedom Shield Program.

MindFreedom Shield is a coordinated
registration system and solidarity
network composed by and for people who
want to have as much protection as
possible from being subjected to
coerced or forced psychiatric
“treatment.”

“I hope this program lets people know
that they not only have choice A, B, or
C but that they are free to choose,
‘NONE OF THE ABOVE!'” explains
advocate Pat Risser, one of a group of
psychiatric survivors who envisioned
and initiated the concept that has
become the MindFreedom Shield.
“This is a way to ‘just say no’ to
oppression.”

MindFreedom Shield is designed to
support a person’s choice to be
free from coerced or forced
psychiatric “treatment” by backing this
personal choice up with the MindFreedom
Solidarity Network — a network of
people ready to take constructive,
nonviolent action if someone’s choice
to be free from coerced or forced
psychiatric “treatment” is not being
respected or upheld.

As the current mental health system
continues to globalize and rely more
and more on coercion and outright
force, many people’s rights to have
their previously expressed and even
properly documented wishes carried out
are being ignored. The recent
recommendations of the President’s New
Freedom Commission to begin universal
mental health screening, currently
being implemented in several states, is
only one example of the increasing use
of such pressure.

In order to best implement this
program, MindFreedom is collaborating
closely with sponsor group The Law
Project for Psychiatric Rights
(PsychRights.org). “Through this
mechanism people saddled with
psychiatric labels can unite and offer
effective resistance to psychiatric abuses,”
said attorney Jim Gottstein, director
of PsychRights. “The MindFreedom Shield
Program fits PsychRights’ mission of
defending people facing the horrors of
forced psychiatric drugging and other
forced psychiatric procedures
administered against their will
perfectly.”

    All for One and One for All

MindFreedom board member and psychologist
Al Galves, PhD said, “The MindFreedom Shield
is a quick, cost-effective defense against
people being railroaded into using such
methods as medication and electroshock
to alleviate normal responses to life
issues that can more effectively,
economically and safely be addressed
through interpersonal emotional support
and creative action.”

“We can’t guarantee the results,”
cautions MindFreedom director David
Oaks, “But it has been our experience,
including testing the MindFreedom
Shield Program to help free a member
from a Canadian psychiatric facility,
that public awareness and people
engaging in specific, nonviolent action
can often reduce or even end coerced or
forced psychiatric ‘treatment.'”

MindFreedom Shield is not meant to take
the place of legal documents expressing
a person’s medical and psychiatric care
preferences, such as an “Advance Directive.”
MindFreedom Shield is intended to provide
the people power clout it sometimes takes
to enforce a member’s wishes, including
members with Advance Directives. “Our
recommendation is that a member have
both a MindFreedom Shield and an
Advance Directive in place.” said Krista
Erickson, chair of the MindFreedom Shield
committee.

One of the main psychiatrists in the world to promote the use
of more force by psychiatry — E. Fuller Torrey — is in the
midst of a controversy because of the way his organization
apparently obtained brains for research without proper
informed consent of families. (See alert AT BOTTOM.)

To whom is Dr. Torrey accountable?

Much of the millions of dollars behind much of Torrey’s work
are from millionaire Ted Stanley who owns MBI Inc., one of
the biggest direct marketers in the world. You may
recognize MBI’s product outlets such as Danbury Mint, the Easton
Press, the Postal Commemorative Society and others. MBI Inc.’s
web site claims they launch about 500 new products each year.

With those millions Dr. Torrey has been lobbying for more
forced psychiatry, especially the use of court orders to
require US citizens to take psychiatric drugs while living
in their own homes. Today, 42 USA states have such
“outpatient commitment” laws.

Torrey and his Treatment Advocacy Center have also pushed research
into implanted disks with time released neuroleptic psychiatric drugs.

An investigative series of articles in Sunday’s
Portland Press Herald (excerpt below) reveals that the
state’s funeral inspector had harvested and shipped 99
brains–one third without informed consent–to the
Stanley Foundation.  The Stanley Foundation maintains
a brain bank of about 560 brains of people diagnosed
with schizophrenia and bi-polar disorder, many of who
committed suicide.

In the UK a similar scandal has led the government to
pledge tightened legal protection: BBC reports that
the government indicated its intention to “‘enshrine
the principles’ of informed consent – changing the
emphasis away from simply acting if relatives object,
towards having to gain explicit consent in every
case.”

The Stanley Foundation is headed by E.  Fuller Torrey,
a psychiatrist whose controversial viral theory of
schizophrenia has not been validated by any
confirmatory evidence.  The Stanley Foundation is the
largest private funder of mental illness research:
providing $40 million a year in grants for research in
schizophrenia and manic-depression–whether the
research meets ethical standards or not.

For example, Stanley has funded symptom provocation
experiments (a.k.a.  “challenge studies”) that
deliberately exacerbated patients’ disabling condition
in order to take brain scans during a psychotic
episode.  Our complaints about such inhumane
experiments on mentally disabled human beings aroused
public condemnation, forcing the director of the
National Institute of Mental Health to shut down 29
such experiments in 1998.  But that has not changed
the schizophrenia research culture.

Until the Gagnon family filed a lawsuit against Mathew
Cyr, the state’s funeral inspector, the Stanley
Foundation, and Torrey, charging them with taking
their son’s brain without their permission, the
Stanley Foundation never disclosed how it acquired its
brains.  Private research foundations are accountable
to no one except themselves.  AHRP believes that
invites abuse.

According to the Portland Herald, the Stanley
Foundation paid Cyr $150,000 for his services.  The
arrangement was approved by the state Chief Medical
Officer who had been approached by Dr.  Torrey.  Of
note: The Stanley Foundation is not accredited by the
American Association of Tissue Banks, a national
organization that sets ethical standards.

The Herald reports: “Some of the consent forms
obtained by the newspaper indicate that phone calls
between Cyr and the families were supposed to be
tape-recorded.  However, someone crossed out the word
“recorded” on the form and wrote the word “witnessed.”

“Dow, of the Attorney General’s Office, said the state
does not have any recordings of the phone calls.  Nor
are state officials aware of any such recordings.
Lorie Stevens of Bucksport was listed as the witness
on 65 of the 68 forms.  In any dispute with a donor
family, the relationship between Cyr and Stevens could
undermine efforts to show that the brains were
obtained with the families’ clear permission”

Court documents reveal rather tawdry business
transactions.  For example, to increase the number of
brains sent to the Foundation, Torrey offered greater
and greater financial incentives to Cyr.  Torrey put a
higher price tag on the brains of people diagnosed
with schizophrenia and bi-polar disorder ($2,000)
compared to those diagnosed with depression ($1,500);
and he paid Cyr an extra $500 for obtaining a donor’s
psychiatric records.

In a March 2001 letter, the Herald reports: “Torrey
also encouraged Cyr to take advantage of his state
government connections.  He suggested that Cyr offer a
modest sum of money to a clerical employee in the
Medical Examiner’s Office to send the request letters
on office stationery.

“It is our experience with San Diego and Seattle that
when a record request is sent out on (medical
examiner’s office) stationery at the time of death,
the response is excellent and very rapid,” Torrey
wrote.

No employee of the Medical Examiner’s Office sent such
letters, according to Dow, spokesman for the attorney
general.  Greenwald, through the spokesman, said she
is not aware that any employee in her office was asked
to do such work.

In his March 2001 letter to Cyr Torrey wrote: “Given
your energy and track record in obtaining specimens,
it seems reasonable that you could average about two
normal controls and one case per month, which if you
also obtained records, would gross $5,000-$5,500 per
month although we can cover whatever you can obtain.
Obviously some months might be better and some worse.”

In the US, a 1987 Uniform Anatomical Gift Act,
prohibits the trafficking of organs for transplants,
there is no federal law prohibiting the sale of human
organs for research.  Given the lucrative financial
incentives, and the absence of regulatory restraints,
a cottage industry in brain harvesting is thriving in
the US and the UK: many of the brains are acquired by
academic research institutions were acquired without
the knowledge or informed consent of surviving
relatives.

One might question the validity of the legal double
standard applied to organ harvesting for
transplantation compared to research–inasmuch as
organ transplants save lives, while one is hard
pressed to point at any clinically significant
diagnostic or therapeutic improvements as a result of
these brain studies.

Of further note: The Stanley Foundation also bankrolls
the Treatment Advocacy Center (TAC) a lobbying
organization that exploits the perception that
mentally ill patients are violent, in order to promote
state involuntary commitment laws for mental patients
to allow them to be “treated.” The tactic says much
about ruthless prophets whose arrogant certainty about
what’s good for others leads them to justify any means
toward achieving those ends.

As the facts about psychotropic drug effects continue
to unfold, it will become evident that more often than
not, the drugs, not the disorder, are the catalyst for
violent behavior.

Another example: “Her 14-year-old daughter, Dominique,
died in April 2003 after jumping into a canal.  Slater
blames her death on the four different antidepressants
her daughter was put on in less than a year.  She said
the drug companies failed to warn of suicide risk and
that Dominique’s doctors failed to carefully monitor
her.

Dominique’s depression began during the summer of
2002.  She told her parents she had taken an Internet
survey sponsored by a drug company that seemed to
confirm her depression and asked to see a doctor.

The family physician agreed Dominique was depressed
and put her on an antidepressant.  A month later, she
tried to kill herself but failed.

A series of antidepressants and hospitalizations
ensued.  Finally, after being put on the drug
Effexor…  Days later, her daughter was dead.

Brain-harvesting program faulted Parents say donation
lacked consent By Associated Press October 18, 2004

PORTLAND, Maine — A Gorham couple’s claim that their
dead son’s entire brain was donated to a research
laboratory in Maryland without their consent points to
a lack of oversight of brain harvesting at the state
medical examiner’s office, according to the Maine
Sunday Telegram.

The newspaper said its investigation found that 31 of
99 brains that were shipped from Maine to the Stanley
Medical Research Institute in Bethesda, Md., from 1999
to 2003 lacked consent forms that would provide
written proof that family members authorized the
donations.

The brain harvesting was coordinated by Matthew Cyr,
who was then the state’s funeral inspector.  The
Telegram said the Stanley Institute paid Cyr $1,000 to
$2,000 for each brain he sent there, and that records
show that he collected more than $150,000 from the
laboratory during the four years.  Cyr resigned his
part-time post as funeral inspector last August.  Four
months earlier, he was named, along with the private
research laboratory and its founder, as a defendant in
a lawsuit filed by Frank and Lorraine Gagnon in
Cumberland County Superior Court.

The Gagnons said they agreed to supply a 1-inch or
2-inch sample of the brain of their son, A.J.  Gagnon,
who died last year of a drug overdose.  Lorraine
Gagnon said she was stunned to learn that her son’s
entire brain had been taken.

”This is a kid I brought into the world and loved and
cherished, and in death they have no right to touch
him,” Lorraine Gagnon said.  Officials with the
Stanley Institute, renowned for its research into
schizophrenia and bipolar disorder, are fighting the
lawsuit.  The lab’s founder, Dr.  E.  Fuller Torrey,
concluded in a memo last year that Lorraine Gagnon
consented to the brain removal, then changed her mind.

”This is the first such instance in the 560 brains we
have collected to date but should be expected to occur
occasionally, given the difficult circumstances of
death for a family.  We will therefore return the
brain to the funeral home as Ms.  Gagnon requests,”
Torrey wrote.

In June 2003, a brain, identified by the Stanley
Institute as A.J.  Gagnon’s, was sent to a Portland
funeral home for cremation.

Maine’s connection with the Stanley Institute came
about after Dr.  Margaret Greenwald was hired as
Maine’s deputy chief medical examiner in 1997.
Greenwald, now chief medical examiner, had done work
for Torrey’s brain bank while she was in San Diego and
he approached her in 1998 about supplying brains from
Maine.

Greenwald declined the offer but suggested that Torrey
work with Cyr, who went on to coordinate the brain
harvesting work within the medical examiner’s office
in Augusta.  Cyr, who now works as a police officer in
Bucksport, still has a contract with the medical
examiner’s office to answer its phones after business
hours, when reports of fatal accidents, drug
overdoses, and suicides often come in.  Cyr did not
respond to the Telegram’s requests for an interview
and has not responded to the suit.

Chuck Dow, spokesman at the attorney general’s office,
said there is no evidence that any laws were broken
during the period when Cyr supplied the research
laboratory with brains, but several bioethicists said
lax oversight and record-keeping can invite problems.

It’s a scientist’s dream – a mega-rich philanthropist
opens his checkbook to underwrite your research.

Suddenly the constant scramble for money is a memory.
And there’s more.  Your benefactor is so committed
that millions of dollars are left over, meaning you
can issue grants of your own and extend your influence
worldwide.  Fifteen years ago, that’s exactly what
happened to Dr.  E.  Fuller Torrey, founder of the
Stanley Medical Research Institute in Bethesda, Md.
Torrey had written a book called “Surviving
Schizophrenia,” in which he argued that mental-illness
research was underfunded.  The book struck a chord
with a Connecticut businessman whose son was diagnosed
in the late 1980s with bipolar disorder, or manic
depression.

Ted Stanley, who built a fortune in direct-mail
marketing, arranged to meet the book’s author for
dinner.  Since then, the philanthropist and his wife
have given hundreds of millions of dollars to a
research institute founded by Torrey, whose
contractor’s efforts to collect brains in Maine are
the subject of a lawsuit.  It’s not the first time
that Torrey, once described by the Washington Post as
the “perhaps the most famous psychiatrist in America,”
has faced controversy.

His theories about possible infectious causes of
schizophrenia are seen by many researchers as outside
the mainstream.  Another lightning rod is Torrey’s
support for forcing drug treatment on some mentally
ill patients, which he voiced during a “60 Minutes”
interview in 2002.

But Torrey’s detractors have not soured the Stanleys’
support.  “Obviously we’ve been very impressed by
him,” Ted Stanley said in a telephone interview from
his office at MBI Inc.  in Norwalk, Conn.  “Basically,
we provide the money, and he has figured out what to
do with it.” The first research programs began in 1989
at what would become the nonprofit Stanley Institute.
Five years later, Torrey started a brain bank so he
would have brains to use for his own research.
Torrey, 67, hopes to find the causes of schizophrenia
and bipolar disorder – or, short of that, to develop
more effective treatments.

Those are daunting scientific challenges, Torrey said
in a telephone interview.  “The complexity of the
brain is extraordinary, and it’s also been
extraordinarily underresearched.  It’s in a very
inconvenient place called your head,” he said.

For most of Torrey’s more than 30 years in psychiatry,
he has been exploring the idea that infectious agents
contribute to schizophrenia.  “I think he’s been on a
mission to prove that,” said Dr.  Daniel Weinberger of
the National Institute of Mental Health, who has at
times criticized Torrey but also has collaborated with
him.  “And I don’t think he’s been particularly
objective in his analyses of the data.”

In 2000, Weinberger told an academic magazine that
Torrey’s viral theory is “very interesting” but has
“been supported by very little credible scientific
data.”

Today, science has established that genetics are
central to explaining schizophrenia, something Torrey
acknowledges.  “There are now five, close to 10
schizophrenia genes that have been found,” Weinberger
said.  “We’re no longer in the realm of speculation
when it comes to schizophrenia.”

However, establishing the role of genes does not
necessarily rule out the involvement of infectious
agents.  One theory being explored by Torrey posits a
link between schizophrenia and Toxoplasma gondii, a
parasite found in cat feces.  Dr.  Irving Gottesman of
the University of Minnesota, a leading proponent of
genetic explanations, said environmental factors,
including viruses, could trigger the disease among
people who have a genetic predisposition.

This explanation offers some common ground between
Torrey and mainstream geneticists, but there are still
differences.  “We don’t agree on the major causes in
the story of schizophrenia.  But we’ve agreed to
disagree,” Gottesman said.

Torrey’s theories cast a large shadow over the field,
in part because he oversees the distribution of so
much money.  Last year, the institute’s rapidly
growing research budget exceeded $40 million, 74
percent of which was doled out to other researchers
through grants, according to the lab’s 2003 annual
report.

Today, the Stanley Institute, which has 30 employees,
funds half of all U.S.  research on bipolar disorder
and about a quarter of all schizophrenia research,
according to its Web site and various industry
reports.  The Stanley Institute spends a large
percentage of its money funding research related to
Torrey’s own viral theory, according to Gottesman.  “I
have to say – as an outside judge with a biased
opinion – that Fuller is in a very powerful position,”
Gottesman said.  Torrey’s reputation as something of a
maverick among scientists extends well beyond his
research.

What would a second term by President George
W. Bush look like for the increasing number
of US citizens who are being “screened” by
the mental health system?

For some it may look like “One Flew Over
the Cuckoo’s Nest” has landed in their homes.

A Bush appointee to a key federal mental health
advisory council is pushing for more coerced
and involuntary outpatient commitment as a
central USA goal over the next few years.

Forty-two US states have passed outpatient
commitment laws in the last 15 years, allowing
citizens to be court ordered to take psychiatric
drugs against their will even while living
peacefully in their own homes.

The official minutes from the meeting reveal
that psychiatrist Sally L. Satel — in her
own words — called for the federal government to
encourage the States to use more “coercive,”
“intrusive, highly paternalistic” and
“involuntary care.” A federal employee confirmed
to MindFreedom that Satel used these exact words.

Since the Bush Administration is also calling
for screening of all US citizens for mental
health problems, Dr. Satel’s crusade for more
coercion could potentially impact any American.

      The President’s Psychiatrist: Dr. Satel

President Bush appointed psychiatrist Sally
Satel to the National Advisory Council (NAC)
for the US Center for Mental Health Services (CMHS).

CMHS oversees hundreds of millions of federal
money for mental health care, and the NAC must
approve all grants.

This Fall the official minutes were released for
the 16 June 2004 NAC meeting in Rockville, MD:

Dr. Satel, according to the minutes, stated her
goals for the important “State Incentive Grants”
(SIGs) that the federal government uses to impact
mental health policy and practice in the States.

The official minutes reported Dr. Satel’s comments
about goals for the future of USA mental health:

“She recommended that SIGs address whether States
provide assisted outpatient treatment. Acknowledging
her controversial view, she noted that stigma
regarding severe mental illness may be addressed
by early coercive care that then migrates into
other, less coercive systems. She asserted that
some people need intrusive, highly paternalistic,
life-saving care….Dr. Satel offered to provide
contacts for a discussion on involuntary care.”

Dr. Satel also challenged the concept of
“recovery” for people diagnosed with
psychiatric disabilities.

Dr. Satel’s comments will come as no surprise to
those familiar with her work. Dr. Satel wrote the
book _PC MD_ that devotes a chapter called “Inmates
Take Over the Asylum” to denouncing the social
change movement led by psychiatric survivors and
mental health consumers.

Dr. Satel works for the American Enterprise
Institute (AEI), which is one of the best-funded
corporate think tanks in Washington, D.C. AEI is
widely acknowledged to have some of the closest
ties to the Bush Administration of any think tank,
especially to the Cheney’s.

As an example of their influence, an investigation by
_Mother Jones Magazine_ credits AEI with laying the
groundwork for the war in Iraq. AEI, which is partly
funded by pharmaceutical corporations and has a
pharmaceutical company CEO on its board, also held an
all-day gathering to promote more forced psychiatry.

      Enforcement Arm for Screening?

Concern is rapidly spreading among both conservative
and progressive circles about Bush administration
announced plans — directly created by the pharmaceutical
industry — to screen each and every American for mental
health problems.

The President’s New Freedom Commission called for this
widespread screening, which is already being put into
effect in a number of schools in the US. Adults would
also be screened during routine visits to their general
practitioner for annual exams and common ailments.

But what if a US citizen says “No!” to mental health
screening, for their child or themselves?

In a 21 October 2004 letter in the _Washington Times_,
Michael F. Hogan, chair of the President’s Commission
defended it from charges, saying, “The commission did
not call for mandatory universal mental-health screening
for all children.”

But many in the public are still very concerned. Rep.
Ron Paul, a Republican congressperson from Texas,
has proposed a bill from the floor of the House on
6 Oct. called “Let Parents Raise Their Kids Act,” to
try to prevent any coerced screening of children.

And what about adults?

The President’s New Freedom Commission did not oppose
forced outpatient commitment and other forms of
psychiatric coercion being promoted by Dr. Satel.

The fact is the MindFreedom office regularly receives
phone calls, e-mail and letters from US citizens who
are already under a wide range of coercion in their
own homes and out in their own neighborhoods to force
them to take psychiatric drugs, drugs that can cause
brain damage, addiction and death. While MindFreedom
is pro-choice about taking prescribed psychiatric
drugs, to be forced to take them is a profound
violation of fundamental human rights.

When the President’s New Freedom Commission’s vision
of widespread screening is combined with Dr. Satel’s
vision of even more “intrusive, highly paternalistic…
coercive… involuntary care,” we’re left with
“more of the same” by the mental health system:

A chemical crusade backed up by government coercion.

An investigative series of articles in Sunday’s
Portland Press Herald (excerpt below) reveals that the
state’s funeral inspector had harvested and shipped 99
brains–one third without informed consent–to the
Stanley Foundation.  The Stanley Foundation maintains
a brain bank of about 560 brains of people diagnosed
with schizophrenia and bi-polar disorder, many of who
committed suicide.

In the UK a similar scandal has led the government to
pledge tightened legal protection: BBC reports that
the government indicated its intention to “‘enshrine
the principles’ of informed consent – changing the
emphasis away from simply acting if relatives object,
towards having to gain explicit consent in every
case.”

The Stanley Foundation is headed by E.  Fuller Torrey,
a psychiatrist whose controversial viral theory of
schizophrenia has not been validated by any
confirmatory evidence.  The Stanley Foundation is the
largest private funder of mental illness research:
providing $40 million a year in grants for research in
schizophrenia and manic-depression–whether the
research meets ethical standards or not.

For example, Stanley has funded symptom provocation
experiments (a.k.a.  “challenge studies”) that
deliberately exacerbated patients’ disabling condition
in order to take brain scans during a psychotic
episode.  Our complaints about such inhumane
experiments on mentally disabled human beings aroused
public condemnation, forcing the director of the
National Institute of Mental Health to shut down 29
such experiments in 1998.  But that has not changed
the schizophrenia research culture.

Until the Gagnon family filed a lawsuit against Mathew
Cyr, the state’s funeral inspector, the Stanley
Foundation, and Torrey, charging them with taking
their son’s brain without their permission, the
Stanley Foundation never disclosed how it acquired its
brains.  Private research foundations are accountable
to no one except themselves.  AHRP believes that
invites abuse.

According to the Portland Herald, the Stanley
Foundation paid Cyr $150,000 for his services.  The
arrangement was approved by the state Chief Medical
Officer who had been approached by Dr.  Torrey.  Of
note: The Stanley Foundation is not accredited by the
American Association of Tissue Banks, a national
organization that sets ethical standards.

The Herald reports: “Some of the consent forms
obtained by the newspaper indicate that phone calls
between Cyr and the families were supposed to be
tape-recorded.  However, someone crossed out the word
“recorded” on the form and wrote the word “witnessed.”

“Dow, of the Attorney General’s Office, said the state
does not have any recordings of the phone calls.  Nor
are state officials aware of any such recordings.
Lorie Stevens of Bucksport was listed as the witness
on 65 of the 68 forms.  In any dispute with a donor
family, the relationship between Cyr and Stevens could
undermine efforts to show that the brains were
obtained with the families’ clear permission”

Court documents reveal rather tawdry business
transactions.  For example, to increase the number of
brains sent to the Foundation, Torrey offered greater
and greater financial incentives to Cyr.  Torrey put a
higher price tag on the brains of people diagnosed
with schizophrenia and bi-polar disorder ($2,000)
compared to those diagnosed with depression ($1,500);
and he paid Cyr an extra $500 for obtaining a donor’s
psychiatric records.

In a March 2001 letter, the Herald reports: “Torrey
also encouraged Cyr to take advantage of his state
government connections.  He suggested that Cyr offer a
modest sum of money to a clerical employee in the
Medical Examiner’s Office to send the request letters
on office stationery.

“It is our experience with San Diego and Seattle that
when a record request is sent out on (medical
examiner’s office) stationery at the time of death,
the response is excellent and very rapid,” Torrey
wrote.

No employee of the Medical Examiner’s Office sent such
letters, according to Dow, spokesman for the attorney
general.  Greenwald, through the spokesman, said she
is not aware that any employee in her office was asked
to do such work.

In his March 2001 letter to Cyr Torrey wrote: “Given
your energy and track record in obtaining specimens,
it seems reasonable that you could average about two
normal controls and one case per month, which if you
also obtained records, would gross $5,000-$5,500 per
month although we can cover whatever you can obtain.
Obviously some months might be better and some worse.”

In the US, a 1987 Uniform Anatomical Gift Act,
prohibits the trafficking of organs for transplants,
there is no federal law prohibiting the sale of human
organs for research.  Given the lucrative financial
incentives, and the absence of regulatory restraints,
a cottage industry in brain harvesting is thriving in
the US and the UK: many of the brains are acquired by
academic research institutions were acquired without
the knowledge or informed consent of surviving
relatives.

One might question the validity of the legal double
standard applied to organ harvesting for
transplantation compared to research–inasmuch as
organ transplants save lives, while one is hard
pressed to point at any clinically significant
diagnostic or therapeutic improvements as a result of
these brain studies.

Of further note: The Stanley Foundation also bankrolls
the Treatment Advocacy Center (TAC) a lobbying
organization that exploits the perception that
mentally ill patients are violent, in order to promote
state involuntary commitment laws for mental patients
to allow them to be “treated.” The tactic says much
about ruthless prophets whose arrogant certainty about
what’s good for others leads them to justify any means
toward achieving those ends.

As the facts about psychotropic drug effects continue
to unfold, it will become evident that more often than
not, the drugs, not the disorder, are the catalyst for
violent behavior.

Another example: “Her 14-year-old daughter, Dominique,
died in April 2003 after jumping into a canal.  Slater
blames her death on the four different antidepressants
her daughter was put on in less than a year.  She said
the drug companies failed to warn of suicide risk and
that Dominique’s doctors failed to carefully monitor
her.

Dominique’s depression began during the summer of
2002.  She told her parents she had taken an Internet
survey sponsored by a drug company that seemed to
confirm her depression and asked to see a doctor.

The family physician agreed Dominique was depressed
and put her on an antidepressant.  A month later, she
tried to kill herself but failed.

A series of antidepressants and hospitalizations
ensued.  Finally, after being put on the drug
Effexor…  Days later, her daughter was dead.

Brain-harvesting program faulted Parents say donation
lacked consent By Associated Press October 18, 2004

PORTLAND, Maine — A Gorham couple’s claim that their
dead son’s entire brain was donated to a research
laboratory in Maryland without their consent points to
a lack of oversight of brain harvesting at the state
medical examiner’s office, according to the Maine
Sunday Telegram.

The newspaper said its investigation found that 31 of
99 brains that were shipped from Maine to the Stanley
Medical Research Institute in Bethesda, Md., from 1999
to 2003 lacked consent forms that would provide
written proof that family members authorized the
donations.

The brain harvesting was coordinated by Matthew Cyr,
who was then the state’s funeral inspector.  The
Telegram said the Stanley Institute paid Cyr $1,000 to
$2,000 for each brain he sent there, and that records
show that he collected more than $150,000 from the
laboratory during the four years.  Cyr resigned his
part-time post as funeral inspector last August.  Four
months earlier, he was named, along with the private
research laboratory and its founder, as a defendant in
a lawsuit filed by Frank and Lorraine Gagnon in
Cumberland County Superior Court.

The Gagnons said they agreed to supply a 1-inch or
2-inch sample of the brain of their son, A.J.  Gagnon,
who died last year of a drug overdose.  Lorraine
Gagnon said she was stunned to learn that her son’s
entire brain had been taken.

”This is a kid I brought into the world and loved and
cherished, and in death they have no right to touch
him,” Lorraine Gagnon said.  Officials with the
Stanley Institute, renowned for its research into
schizophrenia and bipolar disorder, are fighting the
lawsuit.  The lab’s founder, Dr.  E.  Fuller Torrey,
concluded in a memo last year that Lorraine Gagnon
consented to the brain removal, then changed her mind.

”This is the first such instance in the 560 brains we
have collected to date but should be expected to occur
occasionally, given the difficult circumstances of
death for a family.  We will therefore return the
brain to the funeral home as Ms.  Gagnon requests,”
Torrey wrote.

In June 2003, a brain, identified by the Stanley
Institute as A.J.  Gagnon’s, was sent to a Portland
funeral home for cremation.

Maine’s connection with the Stanley Institute came
about after Dr.  Margaret Greenwald was hired as
Maine’s deputy chief medical examiner in 1997.
Greenwald, now chief medical examiner, had done work
for Torrey’s brain bank while she was in San Diego and
he approached her in 1998 about supplying brains from
Maine.

Greenwald declined the offer but suggested that Torrey
work with Cyr, who went on to coordinate the brain
harvesting work within the medical examiner’s office
in Augusta.  Cyr, who now works as a police officer in
Bucksport, still has a contract with the medical
examiner’s office to answer its phones after business
hours, when reports of fatal accidents, drug
overdoses, and suicides often come in.  Cyr did not
respond to the Telegram’s requests for an interview
and has not responded to the suit.

Chuck Dow, spokesman at the attorney general’s office,
said there is no evidence that any laws were broken
during the period when Cyr supplied the research
laboratory with brains, but several bioethicists said
lax oversight and record-keeping can invite problems.

pockets fuel brain researcher’s quest By KEVIN WACK,

It’s a scientist’s dream – a mega-rich philanthropist
opens his checkbook to underwrite your research.

Suddenly the constant scramble for money is a memory.
And there’s more.  Your benefactor is so committed
that millions of dollars are left over, meaning you
can issue grants of your own and extend your influence
worldwide.  Fifteen years ago, that’s exactly what
happened to Dr.  E.  Fuller Torrey, founder of the
Stanley Medical Research Institute in Bethesda, Md.
Torrey had written a book called “Surviving
Schizophrenia,” in which he argued that mental-illness
research was underfunded.  The book struck a chord
with a Connecticut businessman whose son was diagnosed
in the late 1980s with bipolar disorder, or manic
depression.

Ted Stanley, who built a fortune in direct-mail
marketing, arranged to meet the book’s author for
dinner.  Since then, the philanthropist and his wife
have given hundreds of millions of dollars to a
research institute founded by Torrey, whose
contractor’s efforts to collect brains in Maine are
the subject of a lawsuit.  It’s not the first time
that Torrey, once described by the Washington Post as
the “perhaps the most famous psychiatrist in America,”
has faced controversy.

His theories about possible infectious causes of
schizophrenia are seen by many researchers as outside
the mainstream.  Another lightning rod is Torrey’s
support for forcing drug treatment on some mentally
ill patients, which he voiced during a “60 Minutes”
interview in 2002.

But Torrey’s detractors have not soured the Stanleys’
support.  “Obviously we’ve been very impressed by
him,” Ted Stanley said in a telephone interview from
his office at MBI Inc.  in Norwalk, Conn.  “Basically,
we provide the money, and he has figured out what to
do with it.” The first research programs began in 1989
at what would become the nonprofit Stanley Institute.
Five years later, Torrey started a brain bank so he
would have brains to use for his own research.
Torrey, 67, hopes to find the causes of schizophrenia
and bipolar disorder – or, short of that, to develop
more effective treatments.

Those are daunting scientific challenges, Torrey said
in a telephone interview.  “The complexity of the
brain is extraordinary, and it’s also been
extraordinarily underresearched.  It’s in a very
inconvenient place called your head,” he said.

For most of Torrey’s more than 30 years in psychiatry,
he has been exploring the idea that infectious agents
contribute to schizophrenia.  “I think he’s been on a
mission to prove that,” said Dr.  Daniel Weinberger of
the National Institute of Mental Health, who has at
times criticized Torrey but also has collaborated with
him.  “And I don’t think he’s been particularly
objective in his analyses of the data.”

In 2000, Weinberger told an academic magazine that
Torrey’s viral theory is “very interesting” but has
“been supported by very little credible scientific
data.”

Today, science has established that genetics are
central to explaining schizophrenia, something Torrey
acknowledges.  “There are now five, close to 10
schizophrenia genes that have been found,” Weinberger
said.  “We’re no longer in the realm of speculation
when it comes to schizophrenia.”

However, establishing the role of genes does not
necessarily rule out the involvement of infectious
agents.  One theory being explored by Torrey posits a
link between schizophrenia and Toxoplasma gondii, a
parasite found in cat feces.  Dr.  Irving Gottesman of
the University of Minnesota, a leading proponent of
genetic explanations, said environmental factors,
including viruses, could trigger the disease among
people who have a genetic predisposition.

This explanation offers some common ground between
Torrey and mainstream geneticists, but there are still
differences.  “We don’t agree on the major causes in
the story of schizophrenia.  But we’ve agreed to
disagree,” Gottesman said.

Torrey’s theories cast a large shadow over the field,
in part because he oversees the distribution of so
much money.  Last year, the institute’s rapidly
growing research budget exceeded $40 million, 74
percent of which was doled out to other researchers
through grants, according to the lab’s 2003 annual
report.

Today, the Stanley Institute, which has 30 employees,
funds half of all U.S.  research on bipolar disorder
and about a quarter of all schizophrenia research,
according to its Web site and various industry
reports.  The Stanley Institute spends a large
percentage of its money funding research related to
Torrey’s own viral theory, according to Gottesman.  “I
have to say – as an outside judge with a biased
opinion – that Fuller is in a very powerful position,”
Gottesman said.  Torrey’s reputation as something of a
maverick among scientists extends well beyond his
research.

What would a second term by President George
W. Bush look like for the increasing number
of US citizens who are being “screened” by
the mental health system?

For some it may look like “One Flew Over
the Cuckoo’s Nest” has landed in their homes.

A Bush appointee to a key federal mental health
advisory council is pushing for more coerced
and involuntary outpatient commitment as a
central USA goal over the next few years.

Forty-two US states have passed outpatient
commitment laws in the last 15 years, allowing
citizens to be court ordered to take psychiatric
drugs against their will even while living
peacefully in their own homes.

The official minutes from the meeting reveal
that psychiatrist Sally L. Satel — in her
own words — called for the federal government to
encourage the States to use more “coercive,”
“intrusive, highly paternalistic” and
“involuntary care.” A federal employee confirmed
to MindFreedom that Satel used these exact words.

Since the Bush Administration is also calling
for screening of all US citizens for mental
health problems, Dr. Satel’s crusade for more
coercion could potentially impact any American.

      The President’s Psychiatrist: Dr. Satel

President Bush appointed psychiatrist Sally
Satel to the National Advisory Council (NAC)
for the US Center for Mental Health Services (CMHS).

CMHS oversees hundreds of millions of federal
money for mental health care, and the NAC must
approve all grants.

This Fall the official minutes were released for
the 16 June 2004 NAC meeting in Rockville, MD:

Dr. Satel, according to the minutes, stated her
goals for the important “State Incentive Grants”
(SIGs) that the federal government uses to impact
mental health policy and practice in the States.

The official minutes reported Dr. Satel’s comments
about goals for the future of USA mental health:

“She recommended that SIGs address whether States
provide assisted outpatient treatment. Acknowledging
her controversial view, she noted that stigma
regarding severe mental illness may be addressed
by early coercive care that then migrates into
other, less coercive systems. She asserted that
some people need intrusive, highly paternalistic,
life-saving care….Dr. Satel offered to provide
contacts for a discussion on involuntary care.”

Dr. Satel also challenged the concept of
“recovery” for people diagnosed with
psychiatric disabilities.

Dr. Satel’s comments will come as no surprise to
those familiar with her work. Dr. Satel wrote the
book _PC MD_ that devotes a chapter called “Inmates
Take Over the Asylum” to denouncing the social
change movement led by psychiatric survivors and
mental health consumers.

Dr. Satel works for the American Enterprise
Institute (AEI), which is one of the best-funded
corporate think tanks in Washington, D.C. AEI is
widely acknowledged to have some of the closest
ties to the Bush Administration of any think tank,
especially to the Cheney’s.

As an example of their influence, an investigation by
_Mother Jones Magazine_ credits AEI with laying the
groundwork for the war in Iraq. AEI, which is partly
funded by pharmaceutical corporations and has a
pharmaceutical company CEO on its board, also held an
all-day gathering to promote more forced psychiatry.

      Enforcement Arm for Screening?

Concern is rapidly spreading among both conservative
and progressive circles about Bush administration
announced plans — directly created by the pharmaceutical
industry — to screen each and every American for mental
health problems.

The President’s New Freedom Commission called for this
widespread screening, which is already being put into
effect in a number of schools in the US. Adults would
also be screened during routine visits to their general
practitioner for annual exams and common ailments.

But what if a US citizen says “No!” to mental health
screening, for their child or themselves?

In a 21 October 2004 letter in the _Washington Times_,
Michael F. Hogan, chair of the President’s Commission
defended it from charges, saying, “The commission did
not call for mandatory universal mental-health screening
for all children.”

But many in the public are still very concerned. Rep.
Ron Paul, a Republican congressperson from Texas,
has proposed a bill from the floor of the House on
6 Oct. called “Let Parents Raise Their Kids Act,” to
try to prevent any coerced screening of children.

And what about adults?

The President’s New Freedom Commission did not oppose
forced outpatient commitment and other forms of
psychiatric coercion being promoted by Dr. Satel.

The fact is the MindFreedom office regularly receives
phone calls, e-mail and letters from US citizens who
are already under a wide range of coercion in their
own homes and out in their own neighborhoods to force
them to take psychiatric drugs, drugs that can cause
brain damage, addiction and death. While MindFreedom
is pro-choice about taking prescribed psychiatric
drugs, to be forced to take them is a profound
violation of fundamental human rights.

When the President’s New Freedom Commission’s vision
of widespread screening is combined with Dr. Satel’s
vision of even more “intrusive, highly paternalistic…
coercive… involuntary care,” we’re left with
“more of the same” by the mental health system:

A chemical crusade backed up by government coercion.

Statement from Network to Free Sara Arenson

August 13, 2004 – FOR IMMEDIATE RELEASE

ST. BONIFACE HOSPITAL, WINNIPEG, MANITOBA, CANADA

On the evening of Wed., August 4, 2004 Sara Arenson, a
twenty-five year old performing artist, student and
activist, was involuntarily detained in the psychiatric
ward of the St. Boniface General Hospital in Winnipeg.

Sara was supposedly suffering a “mixed manic” episode,
according to an examining psychiatrist, although she
believes that “mental illness” is simply a label for
spontaneous personal expression that those in power
in our society find disturbing.

At the time of her confinement, Sara had been out
walking in downtown Winnipeg dreaming up unusual
ideas about science and spirituality, asking
questions of everyone she met, and laughing,
crying, and chatting with the hungry and the poor.

Because she is a naturally spontaneous, frank,
emotionally expressive and articulate person, and
had decided that evening to start asserting herself
in ways she never had before, friends and a
psychiatrist thought she was in trouble and in
need of “treatment”.

The “treatment” that Sara has received has consisted
of incarceration in a psychiatric facility, where
she is being coercively drugged with Risperidone,
a powerful “atypical antipsychotic” whose common
side effects include weight gain, dizziness,
sleeplessness, racing heartbeat, restlessness,
and anxiety.

Sara is afraid to refuse this “medication,” despite
the fact that when she was brought in no blood
tests were performed indicating any sort of
biochemical abnormality in her brain or elsewhere
(since then, blood work has been performed and she
has been deemed physically healthy except for
some systemic yeast).

Sara is afraid to refuse “medication” because after
her initial psychiatric interview, she was not
allowed to go home, but forcibly restrained with
an injection and brought into the psychiatric ward.

Now she does not want to risk being injected with
slower releasing forms of antipsychotic drugs, because
she has a fear of needles and wants to minimize the
amount of drug in her bloodstream.

WHO IS SARA?

Sara is a highly intelligent, charming, high-energy,
by turns sweet and sarcastic, sometimes sad and
sometimes happy person — in other words, just like
everyone else on this planet.

She is a writer with a Winnipeg Arts Council Grant
and her first amateur production contract under
her belt, an actor studying theatre at the University
of Winnipeg, a vocal and vociferous vegan, an
occasional gardener, and she is interested in yoga,
meditation, science, music, natural healing, and
anti-capitalist social activism.

Although she is young and her arts career is only
beginning, she is willing to risk her good name by
publicly announcing the conditions of her detainment
if this is the only way that she can end a practice
that she finds absolutely immoral and unjustifiable
in a democracy.

Sara is not an atypical psychiatric patient. Many
are emotionally expressive and intelligent, with a
belief in a spiritual realm that our dominant
“rationalistic” society dismisses as fantasy and delusion.

In fact, this is the second time that Sara has been
locked up in the past two and a half years, indicating
just how easy it is for this kind of situation to arise.

The first time, March/April 2002, she was under extreme
stress because her father was in hospital dying from
congestive heart failure, and the doctors failed to
recognize her father’s illness as a precipitating factor
in her desperate journey for meaning.

Since then, her father has passed away, and she has
had to come to terms with his loss while coping with
the trauma inflicted by her initial “treatment” at
the Health Sciences Centre. Yoga, meditation, healthful
eating, close friendships, acting classes, a writing
mentorship and intensive journal-writing have saved
her from the terrible loss of hope and self-esteem that
followed her first incarceration.

“I absolutely, positively did not feel helped by
that experience,” says Sara. “I was bullied as a child,
and it was actually reminiscent of the same process,
basically being called a name — ‘bipolar’ — just
means that someone else thinks that you get too
happy and too sad. Well, my emotions are my
emotions, and I have every right to feel and
express them in all their intensity!” Sara is
a passionate person who refuses to give up the
full spectrum of feeling, from joy to agony.

Involuntary psychiatric detainment is a form of
incarceration. Sara is not allowed to leave the
psychiatric facility and its outdoor patio unless
accompanied by a member of staff or her family,
and she has had to be “well-behaved,” i.e. not
to argue too vehemently, not to be rude or say
swear words to staff members, and not to threaten
violence, in order to earn this “pass” time. She is
unable to concentrate on her playwriting due to
duress and the effects of the psychotropic drugs
she is taking.

Sara does not feel that she deserves the type of
“treatment” she is receiving. Although doctors
and nurses continually argue with her that she
is mentally ill and that her denial of her illness
indicates a “lack of insight”, she has thoroughly
researched the subject of mental illness in the
past two years and believes it to be an elaborate
myth or social ritual (see, for example, books by
Eliott Valenstein and Peter Breggin).

She believes that her sin is simply daring to be
herself in public, and that she is being called
medically deviant because our society no longer
condones the concept of treatment for moral deviance.

According to the Manitoba Mental Health Act, a
person may legally be treated against his or her
will in a psychiatric ward for up to three weeks,
for the simple crime of being strange around others.

No psychiatrist can predict with any certainty
who will be dangerous and who won’t be. Studies
have shown how ineffective such predictions have
proven in the past. Furthermore, it does not
seem constitutional to lock someone up for a
potential crime; we know that we are living in a
sham democracy when dissidents are medicalized for
speaking their minds, or, in Sara’s case, laughing
and crying their minds without the aid of illegal
drugs or alcohol.

Since when has creative emotional expression and
getting to know people constituted mental disease?

For as long as the medical establishment has been
in cahoots with the powers of oppression and injustice.

EVERY HUMAN RIGHTS ACTIVIST MUST TAKE AN IMMEDIATE
INTEREST IN SARA’S CASE, BECAUSE IT AFFECTS US ALL.

Remember what happened in the Second World War to
the insane and disabled, and recall that the first
step in extermination of differences is isolating
and marginalizing certain people for their skin
color, beliefs or behaviour.

Sara is also Jewish, and as a child she used to
spend time imagining what she would have said to
the SS to try to convince them that she was a
human being before they shot her. Her present
situation is not entirely dissimilar to that
terrible fantasy.

Evil is evil, even when cloaked in the
shiniest rhetoric of health and fitness.

What does Sara have to say about her situation?

SARA SPEAKS OUT!

“It’s hard for me to not feel personally persecuted
right now, but I’m just trying to persevere, trying
to be myself as best I can with the drugs and
confinement and everything,” said Sara.

“These aren’t bad people. They honestly think that
they’re helping me and the other patients, who,
I’ve discovered, are awfully hurt, sensitive, and
perceptive people who are being turned into
zombies by all the drugs that are being forced into them.

“Several men have even told me about dizziness and
fainting from the so-called ‘medications,’ and one
slightly overweight woman said she was taunted for
wanting a second piece of veal for dinner.

“Is this the right way to help people in trouble?
We need to let the rest of society know that the
mental health system is rife with such human rights
abuses, they are just built right into the system
that defines people as either ‘normal’ or ‘sick’?”

Sara does not know when she will be leaving the
St. Boniface General Hospital, since she will not
admit under any circumstances to having a “mental
illness”, although she does tell us that she is
being treated well enough considering the situation.

The staff are kind within the limits of their orders,
and she is receiving proper vegan meals and her B12
supplements. Sara does not intend to give up her
battle against forced psychiatric treatment,
although she would never dream of taking psychiatric
drugs away from those who genuinely do feel helped
by them. Her battle is solely against coercive and
forced “treatment” such as the kind she is enduring.

“This is a political struggle, and it’s on the level
of the law and administration, not individuals,” says
Sara, whose father Murray, now-deceased, was a lawyer
who prided himself on helping working class people
get the kind of legal assistance they needed.

“It’s the draconian nature of the Manitoba Mental
Health Act that we must challenge here. That’s the
law that allows a person to be detained without
trial or consent for up to three weeks in a
psychiatric facility, just on the word of doctors
who are unfamiliar with the individual’s
personality or temperament.” She reminds us once
again that she is only taking her drugs under
coercion, and that they impair her thinking in
a small but perceptible way (she is on a low dose
of Risperidone, once in the morning and once before bed).

We ask that all concerned activists contact the
people below to demand that the Manitoba Mental
Health Act be radically revised.

Subject: UK Advocacy Network under threat

The future existence of the UK Advocacy Network is
under threat as sources of national funding they
can apply for seem to be drying up. This has
already led to the redundancy of one of the
3 workers, and will probably lead to a further
redundancy soon, leaving only one member of staff,
able to provide only a minimal service to its 260
member groups.

This should not be allowed to happen at a time
when the right to have an advocate is coming
onto the national agenda in a way that UKAN have
consistently campaigned for for the past twelve
years or more.

Clearly there is a need for change in the world
of advocacy for there to be enough sufficiently
well trained, professionally networked and
supported advocates in place when the new Mental
Health Act comes into force.

But UKAN should be part of the process towards
achieving this. We need more than ever a national
network of service user-led advocacy to continue
to uphold the principles of independence and
the central role of service users in defining
good practice in advocacy.

If there was no survivor/service user led advocacy
organisation, we would have to invent one, and
why do that when we already have an organisation
which has provided standards, guidance, training,
networking and support for many years, despite
receiving only minimal funding?

Yes, we do need a body of professionally trained
and paid advocates available once a person has
been assessed under the Mental Health Act, but
advocacy needs a wider basis in the community,
so that people can access an advocate at any stage –
not only when immediately under threat of section.

If UKAN goes, who will be there to defend
community-based local advocacy projects set up
and run by service users for service users?

UPDATE FROM JAN: “Things are moving forward, there
is a new sense of unity in the movement now and we
will seize the opportunity.”

Michael Moore is working on a new film
tentatively titled, “SICKO.”

Said IMDB: “This film will focus on the
American healthcare system, and will look
at it through an inspection of the

The Associated Press reported, “Moore’s
latest is inspired by a segment he did
on The Awful Truth, his series which
aired on the Bravo network. In the segment,
‘Funeral at an HMO,’ Moore documents the
plight of a diabetic who urgently needs
a pancreas transplant and whose HMO
won’t help out.?Moore goes to the HMO’s
headquarters and puts on a mock funeral
for the diabetic patient, making certain
to invite the company execs.?Ultimately,
the HMO agrees to assist the patient
and make sweeping policy changes.”

David Oaks to Michael Moore.

Dear Michael,

Many of our members — from as far away
as Ireland — are e-mailing me and
pleading with me right now that I write
a letter to you as soon as possible. And
I totally agree, so here it is.

Why?

Our members and I have heard the
superb news that your next documentary
will tackle the health system, perhaps
including the mental health system.

I’m writing you from deep in the
grassroots, about as grassroots as you
can get. I direct MindFreedom
International. Our coalition unites 100
groups working hard for human rights and
alternatives in a very oppressive and
increasingly powerful mental health
system.

Most of our members have personally
experienced human rights violations and
other indignities in the mental health
system. We’re the only group like us to
get accredited by the United Nations,
where we’ve been bringing up concerns
about globalization of psychiatry. I’ve
been a human rights activist in this
challenging field for 28 years.

I want to emphasize something:

MindFreedom is totally independent, for
better or for worse. Almost all groups
in this field have funding from some
mental health service, government
agency, drug company, church, etc.

Not us. We’re totally self-funded.

Our people – those who have gone
through the mental health system – tend
to be marginalized, poor, discriminated
against and hated about as much as
terrorists. Yet by many economic
measures, the opponents we’re taking on
– such as the drug industry – are among
the richest corporations in the history
of the world.

Quite an imbalance.

I’m writing to offer our pretty humble
services in any way, shape, or form. Do
you need leads? Background?
Perspectives? Footage? Books? Experts?
Survivors? Just ask.

You may have already heard from some of
our members and myself who have been
sending information your way for years.
           
In the big picture, our issue affects
everyone, because it’s about democracy
getting “hands on” with the emotional
and mental well being of all people,
not just a percentage of people who
gets labeled. Psychiatric oppression
holds back all movements.

Other progressives have sometimes had a
hard time tackling our issue because
they ended up in two camps:

(A) Against absolutely everything about
the mental health care system.

Or

(B) Lobbying for more money for that
system.

But we have a more complex approach
that has helped. For us, the issue is
all about choice. Empowerment.
Self-determination. Equality. Freedom.
Human rights. Those are our core
values.

So our coalition is able to unite
people taking prescribed psychiatric
drugs, with others who absolutely hate
the stuff. There’s enough room in this
movement for everyone.

The documented, proven abuse in this
field is just so overwhelming that it’s
hard to explain in a brief letter. For
instance, I’ve had heartbreaking phone
calls from people about to receive
forced electroshock against their
expressed wishes the very next day.

Some of our members are under court
order to take powerful psychiatric
drugs while living in their own homes,
backed up by daily at home visits from
mental health “teams.” Some of these
forced drugs can be so powerful that
brain scan studies prove the drugs can
cause severe brain damage, such as
visible shrinkage of the frontal lobes.

Many of our members and Sponsor Groups
are helping to provide alternatives for
recovery such as peer support, housing,
jobs, advocacy, community centers and
more. We’re a coalition that protests
and does hunger strikes and speaks out
and wins. We have an e-mail alert
system that goes out to tens of
thousands of in our movement.

Unfortunately, the Bush Administration
has been pretty closed to our
empowerment perspective.

For instance, the Bush administration
appointed a psychiatrist – Sally Satel
– straight from the American Enterprise
Institute to a high level advisory
position. She wrote a book (“PC, MD”)
targeting our movement, our group and
me personally – a real honor.

The Bush Administration is now pushing
a plan called TMAP (Texas Medication
Algorithm Project) that is kind of a
cookie cutter approach to pushing
psychiatric drugs. This Bush plan calls
for all – all – Americans, young and
old, to be screened for TMAP.

Each July is MAD PRIDE month to celebrate human rights
and alternatives of psychiatric survivors, which means
everyone.

With President Bush announcing plans to screen the entire
USA population for potential psychiatric drugging, this is
very good timing, indeed. (See news articles and links at bottom.)

Mad Pride 2004 events include:

* A 72 hour camp out in front of the State Capitol
in Albany, New  York, USA by people labeled “mentally ill.”

* A week of theatrical events in Toronto, Canada by
Friendly Spike Theater.

* Music events in London.

* Psychiatric survivors laying a wreath on the
actual Bastille in Paris.

* “Official launch” of a global nonviolent revolution,
complete with ribbon cutting and recreation of the
Bastille, in Eugene, Oregon, USA.

     PROTESTERS SAY: “STOP THE BUSH PUSH TO DRUG USA!”

A number of participants are making Bush the object of
their Mad Pride peaceful events this year.

That is because the Bush Administration is promoting
a plan to screen the entire USA population for “mental
illness,” and pushing psychiatric drugs on those labeled.

Two whistleblowers in Philadelphia — an investigator
and a psychiatrist — have lost their jobs to blow
the whistle on drug company corruption in the mental
health system, and both are suing.

White House May Be Planning Nationwide Program to Diagnose, Drug Kids

Jun 27 – A new plan by the Bush administration to test the nation’s public
school population for mental disorders and treat them with controversial
drugs has raised an alarm among some medical science watchdogs and members
of the mental health community.

The White House is expected to announce a mental health and disability
initiative that recommends the screening and treatment of the country?s K-12
students. The plan is based on a Texas program a government whistleblower
has called “a Trojan horse” for pharmaceutical companies.

As first reported by bmj.com, the website for the medical news weekly the
British Medical Journal, the plan is derived from findings by the
President?s New Freedom Commission on Mental Health, a committee of doctors
and mental health care professionals established in 2002. Published by the
New Freedom Initiative (NFI), the report recommends states start testing for
and treating mental disorders as early as possible, focusing on students,
who can be easily accessed in the public school system.

The mental health component of the plan is based on the Texas Medication
Algorithm Project (TMAP), which was engineered during Bush?s tenure as
governor. An algorithm is a flow chart that helps psychiatrists identify and
medicate a patient?s condition.

The New Freedom Initiative reported that “despite their prevalence, mental
disorders often go undiagnosed,” and recommended a screening program for
“consumers of all ages,” including pre-school children. The commission found
that schools are in a “key position” to influence the phenomena of young
children being “expelled from preschools and childcare facilities for
severely disruptive behaviors and emotional disorders.” To do so, the NFI
said that “state-of-the-art treatments” were in order, and praised TMAP for
showing “results in better consumer outcomes.”

The NFI plan “doesn’t have the Orwellian goal of drugging the populace for a
political purpose; it’s the Orwellian goal of drugging the populace for an
economic purpose.” — Allen Jones, whistleblower The American Psychiatric
Association, which itself receives some funding from drug companies, has
hailed the commission?s conclusions as a sound preventative approach to
dealing with mental illness.

Critics of the plan, however, point to strong connections between the New
Freedom Commission on Mental Health and the pharmaceutical industry, and
they contend that the plan will be a financial boon to drug companies while
compromising the mental health of the nation?s children.

Holistic mental health advocate David Oaks, director of MindFreedom, a
coalition of groups that campaigns for people diagnosed with psychiatric
disabilities, says the issues of child mental health are not only more
complicated than just testing for disorders and putting kids on drugs, but
also colored by powerful societal pressures and millions of dollars in drug
revenues. Oaks says the president?s plan amounts to little more than “No
child left undrugged.”

“It’s very unimaginative. The idea sounds good: get help for the kids,” Oaks
said. “But the mental health machine tends to label, label, label.” The
labeling, said Oaks, all too often stigmatizes children as “abnormal.”

“We’re not happy to say the least,” said Patricia Weathers, president of
Ablechild: Parents for Label and Drug Free Education. “It’s going to
increase the drugging of children.”

Oaks says he believes the template for the NFI’s plan originates in the kind
of extreme treatments misdiagnosed patients suffered in “the back wards” of
clinics and asylums of the past, like forced drugging or electroshock
therapies.

“This [has] been going on for years,” said Oaks. “The psychiatric model [of
the past] has been mainstreamed. And now, the system’s coming for all of
us.”

Labeling, says Weathers, places a great deal of stress on families to raise
a “normal” child. “It’s almost like a parent is beaten down. You want [your
child] in a mainstream school, not in a special needs school.”

Weathers said her own son was dismissed from the public educational system
because of her refusal to continue to drug him at the school system’s
request after school officials diagnosed him as having ADHD.

“Parents are losing their children” to drugging and labeling regimens, she
says. “We need to look at the underlying causes, and not be so quick to
think a child has mental problems.

“Instead of saying [a child is] having trouble reading, and giving him an
educational resource, they say, ?oh well, he’s ADD?,” she said. In the case
of her son, Weathers said he had physical conditions, among them anemia,
that may have been hindering his educational progress.

Criticism of the NAI plan, or at least the blueprint for it, has not been
limited to the grassroots. In 2002 Allen Jones, a former investigator for
the Office of the Inspector General in Pennsylvania, had been looking into
the propriety of an off-the-books account that originated within the
Pennsylvania Department of Mental Health. According to Jones, when he went
to the New York Times and bmj.com with accusations that the drug company
Janssen may have been attempting to influence the formation of a TMAP-style
test and treat plan, he was told to “quit swimming upstream.” When he
refused to quiet down, he was fired, he added.

In a whistleblower report posted on the Law Project for Psychiatric Rights?
website, Jones elaborated on his charges, and explained that during its
pilot stage, TMAP was packed with doctors who had strong ties to the drug
industry. Jones said that ties to the drug companies gave them a financial
incentive to recommend expensive, brand name drugs,
rather than cheaper comparable medicines.

Jones also writes that a number of the New Freedom Initiative for Mental
Health Commission members were linked to TMAP’s founding or are advocates
for the program’s expansion in states like Maryland and Ohio.

The NFI plan, said Jones, “doesn’t have the Orwellian goal of drugging the
populace for a political purpose; it’s the Orwellian goal of drugging the
populace for an economic purpose.”

Nationally, pharmaceutical companies have been generous in doling out
campaign contributions to the former Texas governor and his party. According
to the Center for Responsive Politics, the pharmaceutical industry has given
President George W. Bush $764,274 so far this election cycle, making the
president the number one recipient of campaign donations of either party
from the pharmaceutical industry.

Number two and three respectively are New Jersey Congressman Mike Ferguson
and North Carolina Senator John Burr, each of whom are situated on the
Committee on Energy and Commerce Subcommittees on Health, which oversees
mental health and research, biomedical programs, Medicaid, and food and drug
policies. Presumptive Democratic Presidential candidate John Kerry has also
received campaign contributions from the industry, with just over $149,000
in donations.

This mix of money and politics is hardly helpful for members of the mental
health issues community and their advocates, said Oaks. Instead, he said,
“Imagine the whole environmental movement funded by the oil industry.”

         Loren Mosher — Psychiatrist and
         Human Rights Activist — Has Died,
         But He’s Still Fighting His Profession.

         As Loren Died, His Newest Book Goes to Press

Loren Mosher was like a Schindler of
psychiatry, as in the film “Schindler’s List.”

One of our Schindlers has died.

Loren Mosher was a psychiatrist who fought
his own profession’s oppression, who was a tremendous
ally to survivors of psychiatric human rights
violations. He died this weekend in Berlin after
struggling with a liver disease.

This is just a brief note to let people who
care about human rights in the mental health
system know about this loss of a real hero.

If you did not know about Loren’s contribution
to this area, I’ve put just a little bit at the
bottom of this that I encourage you to read,
such as his famous letter of resignation from
the American Psychiatric Association.

I’m lucky that Loren was also a personal
friend of mine, and on the board of MindFreedom.
He did so many things to support me, our group,
so many groups, and our entire social change movement.

Loren was also superb at encouraging other mental
health professionals to have the simple courage and
decency to speak out, such as in his work with
the International Center for the Study of Psychiatry
and Psychology.

He knew how to enjoy life, too. Loren knew how to
overthrow psychiatric oppression and have a nice day,
such as in his world travels.

Loren would be delighted to know that even death is not
stopping him from challenging his psychiatric profession!

Loren has worked for many years on a book he co-authored
entitled “Soteria: Through Madness to Deliverance.” Final
details for the book’s publishing were being prepared at
about the time Loren died.

A colleague of Loren told me today the book will be out by
September, and perhaps even by the time a memorial is planned
for Loren in August. Soteria tells the story of his successful
fight to create a commonsense alternative that worked,
an alternative to the mental health system that did not use
the bizarre bullying and poisoning with massive amounts
of drugs that has captured the current mental health system.

Soteria was just a house, with regular people (not mental
health professionals) trained to take care of people
not by pouring toxic concoctions of psychiatric drugs
down these clients throats… not by pushing these
clients around… but instead by building relationships.

Soteria clients did better, of course, than those who were pushed
through the strangling ringer of the current mental health
system. But that data threatened the mental health system, and
the profession has done much to try to suppress the “evidenced
based” humane, empowering model that Soteria championed.

How many people’s lives and minds were saved because Loren
helped them escape psychiatry’s systemic abuse, both in
Soteria and in many other ways, internationally?

Well, Loren is still winning. He is winning out with his new
book. And he’s winning out with the thousands of psychiatric
survivors and allies his life has touched, who will carry
on his struggle, with, hopefully, the same good humor,
intelligence, and persistence that I always saw in Loren.

Psychiatric survivor Peter Lehmann announced the news
that Loren had died in the Anthroposophic Clinic
Havelhoehe in Berlin, Germany during his last ditch
effort to fight his liver disease. Loren lived in
San Diego, California, USA.

There will be more to say about Loren’s legacy for the
movement to change psychiatry. I will personally speak
about him this Bastille Day, July 14, which for 24 years has
been a day of protest of human rights abuse in the mental
health system (see http://wwww.MindFreedom.org).

Also, I am sure many of us will join me in remembering Loren
at ICSPP’s conference http://wwww.icspp.org and at
Alternatives 2004. Poignantly, we psychiatric survivors
were planning an award for Loren at ICSPP; thankfully, he knew
about our often-too-slow but loving efforts to appreciate him.

Below you’ll find some biographical information, articles,
and a blurb I submitted about Loren’s latest book.

Thank you Loren Mosher, for fighting the good fight with
such style, cunning, wit and care. We mourn you, we
remember you, and we will redouble our efforts to
stop the violations you hated, and promote the humane
alternatives you dearly loved.

Contrarian Psychiatrist Loren Mosher, 70

Loren R. Mosher, 70, who died of liver cancer July 10
at a clinic in Berlin, was a contrarian psychiatrist
and schizophrenia expert who was dismissed from the
National Institute of Mental Health for his
controversial theories on treatment.

While chief of NIMH’s Center for the Study of
Schizophrenia from 1968 to 1980, Dr. Mosher decried
excess drugging of the mentally ill; large treatment
facilities like St. Elizabeths Hospital that he would
have preferred to raze; and the sway pharmaceutical
companies had over professional groups.

He advocated a largely drug-free treatment regimen
for schizophrenics, which still runs counter to a p
revailing opinion for using antipsychotic drugs for
schizophrenics in the United States.

His position was based on a view that schizophrenics
are tormented souls who needed emotionally nourishing
environments in which to recover. He said drugs were
almost always unnecessary, except in the event of a
violent or suicidal episode.

He eventually established small, drug-free treatment
facilities that were more akin to homes than hospitals.
His young care providers in one center, Soteria House
in San Jose, lived and performed household chores with
the handful of patients.

“The idea was that schizophrenia can often be overcome
with the help of meaningful relationships, rather than
with drugs, and that such treatment would eventually
lead to unquestionably healthier lives,” Dr. Mosher once
wrote.

As late as 2002, he claimed that 85 percent to 90 percent
of his clients returned to the community without
conventional hospital treatment.

In 1998, Dr. Mosher resigned from the American Psychiatric
Association, which he called a “drug company patsy.”

“The major reason for this action is my belief that
I am actually resigning from the American
Psychopharmacological Association,” he wrote in his
resignation letter. “Luckily, the organization’s
true identity requires no change in the acronym.
At this point in history, in my view, psychiatry
has been almost completely bought out by the drug companies.”

Loren Richard Mosher was born in Monterey, Calif., and
lived with various relatives after his mother’s
death from breast cancer when he was 9. He worked
in oil fields in the American West as a young man
to earn money for medical school, or so he told his
  employers. What was then a lie, he said, soon
became truth as his co-workers came to the allegedly
aspiring doctor with complaints about colds and sexual
diseases.

After graduating from Stanford University and Harvard
University medical school, he arrived at NIMH in 1964.
His early schizophrenia research involved identical
twins, one with schizophrenia and the other without
the psychotic disorder. His research emphasized
the “psychosocial” factors that he felt led one
toward exhibiting symptoms but left the other one
apparently normal.

Creating Soteria House in the early 1970s, he said,
caused lasting trouble with the psychiatric community.
After showing studies of patient recovery that matched
traditional treatment with medication, the project
lost its funding amid a strong peer backlash. So
did a second residential treatment center in San Jose.

“By 1980, I was removed from my [NIMH] post altogether,”
he wrote. “All of this occurred because of my strong
stand against the overuse of medication and disregard
for drug-free, psychological interventions to treat
psychological disorders.”

He then taught psychiatry at the Uniformed Services
University of the Health Sciences in Bethesda and
became head of the public mental health system in
Montgomery County. He started a crisis house in
Rockville, McAuliffe House, based on Soteria principles.

He was a prolific contributor to scientific journals
and co-wrote several books, including “Community Mental
Health: A Practical Guide” (1994). During the Ritalin
phenomenon of the 1990s, he was often featured as a
dissenting view in scores of articles. “If you tell
a lie long enough, it becomes the truth,” he said of
the medication.

Dr. Mosher moved to San Diego from Washington in 1996.
At his death, he was a clinical professor of psychiatry
at the University of California at San Diego medical
school and was in Berlin for experimental cancer treatment.

His marriage to Irene Carleton Mosher ended in divorce.

Survivors include his wife of 16 years, Judy Schreiber
of San Diego; three children from the first marriage,
Hal Mosher of Fairfax, Calif., and Tim Mosher and Heather
“Missy” Galanida, both of Los Angeles; two brothers; and a
granddaughter.

L.R. Mosher, Innovator at Mental Health Institute, Dies at 70

Dr. Loren R. Mosher, a former National Institute of Mental
Health official who developed a drug-free approach to
treating schizophrenia and argued that psychiatrists should
rely less heavily on antipsychotic medications, died on
July 10 at a clinic in Berlin. He was 70.

The cause was liver disease, his wife, Judith Schreiber,
said.

In the 1960’s and 70’s, as psychiatrists were beginning to
prescribe powerful new antipsychotic drugs to treat
schizophrenia, Dr. Mosher advocated using little-known
alternative therapies instead. From 1968 to 1980, while
chief of the Center for Studies of Schizophrenia at the
mental health institute, he began a long-term study that
compared drug-free treatments with conventional
hospitalization.

Through decades of research, he found that patients who
were randomly assigned to live in a psychotherapeutic,
residential setting with few medications did just as well
as patients given drugs. In some cases, when the person had
never taken any medication, he found the outcome was even
better.

“Loren believed that you couldn’t just give drugs to
someone who is in deep distress and ignore them,” said Dr.
David Cohen, a professor of social work at the School of
Social Work at Florida International University and a
former colleague of Dr. Mosher. “He said that there was
therapeutic value in just being with someone and bearing
the discomfort of it. Just giving the patients drugs would
only distance yourself from them.”

The centerpiece of Dr. Mosher’s research project was a
12-room house in San Jose, where one psychiatrist and a
live-in staff cared for a group of about half a dozen young
schizophrenics. The center, called Soteria, or
“deliverance” in Greek, had a no-drugs rule unless patients
became violent or suicidal. Staff members shared cooking
and normal household chores with the patients and were
encouraged to view them as their peers.

The goal, Dr. Mosher later wrote, “was to provide a simple,
home-like, safe, warm, supportive, unhurried, tolerant and
nonintrusive environment.”

Dr. Mosher was convinced that supportive, social
relationships could help his patients rebound from
psychosis. He viewed the illness as a coping mechanism, a
response to years of various traumatic events that caused
the person to retreat from reality.

“Basically what they’re saying is: ‘Hey, folks, I’m out of
here. I’m constructing this world as it pleases me, and I
don’t need to pay attention to that world out there. I’m
going to live in this one because that one out there
hurts,’ ” he said in a 2003 interview with the San Diego
Weekly Reader.

By 1974, Dr. Mosher had opened a second residential
treatment center in San Jose called Emanon. Both centers
lasted until the early 90’s, when financing dried up. But
they inspired more than a dozen similar residential centers
in Switzerland, Germany, Norway, Italy and other parts of
Europe.

In his later years, Dr. Mosher wrote and spoke widely about
his cynicism toward the pharmaceutical industry’s influence
on physicians. He resigned from the American Psychiatric
Association in 1998, citing an “unholy alliance” between
psychiatrists and drug makers.

Born in 1933 in Monterrey, Calif., Loren Richard Mosher
earned his undergraduate degree from Stanford and his
medical degree from Harvard. In the 1960’s, he did early
research at the mental health institute, studying sets of
identical twins in which one had schizophrenia and the
other did not. He focused on their family lives and
upbringing, seeking to identify psychosocial factors that
might have brought on mental illness.

Dr. Mosher was a clinical professor of psychiatry at the
University of California at San Diego medical school.
Throughout his career, he wrote more than 100 scientific
articles and reviews. In 1989, he published a book,
“Community Mental Health: Principles and Practice,” which
has since been translated into five languages.

His first marriage to Irene Mosher, ended in divorce in the
early 70’s.

In addition to his wife of 16 years, Judith, who lives in
San Diego, he is survived by two sons, Hal, of Fairfax,
Calif., and Tim, of Los Angeles; a daughter, Missy Galanida
of Los Angeles; two brothers, Roger, of San Francisco, and
Harold, of Casper, Wyo.; and one granddaughter.
